NM-Sen: Why Did Marty Chavez Quit the Race? Door Still Ajar for NM-01 Run?

The abrupt departure of Mayor Martin Chavez from the U.S. Senate race in New Mexico on Friday is naturally spawning many theories about the reasons behind the move. Many have pointed to possible pressure to throw in the towel from heavyweights like Sen. Chuck Schumer, who heads the DSCC, and other powerful Dems who made it known they don't think Marty has what it takes to win a Senate race.

In a Sunday Albuquerque Journal article, Marty's campaign manager, Mark Fleisher, claims the decision to withdraw from the race was based on internal polling results, received Monday, that provided a dismal picture of Chavez's chances:

Disappointing results from an internal poll -- and not closed-door arm twisting from Democratic power brokers in Washington -- came during the run-up to Albuquerque Mayor Martin Chavez's surprise decision to quit the 2008 U.S. Senate race, his top campaign staffer said Saturday.

... Fleisher said he and Chavez began discussing a possible exit from the race last Monday when the Chavez camp got early results from an internal poll that "wasn't very favorable." He declined to provide specific poll numbers.

Who knows if what Fleisher is saying is true? As late as last Thursday the campaign sent out a fundraising email with another chance for folks to sign their petition to "Save New Mexico's Labs." This despite Fleisher's claim in the Journal article that "Chavez decided to quit the race Thursday and phoned Udall ... on Friday afternoon to inform him."

There are also rumors circulating that Marty's campaign fundraising was in the pits, perhaps because big donors were being discouraged from supporting Chavez by Dem leaders. Or maybe just because support for Chavez among Democrats seems to be at an all-time low, given his habit of backing Repubs and their views on issues important to Party members. And, our course, the support for Tom Udall for Senate inside and outside New Mexico is wide-spread and passionate.

Door Still Open to Chavez Congressional Run?
Although it has repeatedly been reported that Chavez has no interest in switching gears to run for Congress in NM-01, Fleisher seemed to leave the door slightly open to that possibility in his comments to the Journal:

Campaign manager Mark Fleisher added Chavez does not currently plan to jump into the race for the Albuquerque-based 1st Congressional District seat, which is also open. But Fleisher said he has been "surprised" by a large number of calls from backers urging Chavez to switch gears and enter the U.S. House race.

"We had absolutely no discussion about it -- so no, I don't think he's going to do it," Fleisher said in a Journal interview when asked about a possible House run by Chavez. "We'll see what the future brings.... But I don't think that's his intent."

Do You Hear What I Hear?
Remember all the "Run, Tom, Run!" cheers aimed at convincing Udall to enter the Senate race? Now that Udall is in and Marty is out, the calls have changed to "No, Marty, No!" in terms of Chavez entering the NM-01 primary contest. Let's hope that's what Marty keeps hearing above the rumble of his backers to run for Congress.

Former Albuquerque City Councilor Martin Heinrich has been active in the NM-01 race since this past April, and has raised a considerable amount of cash and wide-ranging support. His campaign reports more than 1,400 supporters, 93% of them New Mexicans, have contributed so far. Democrats seem to be coalescing in large numbers around his candidacy. And there's already an active primary contest going on, with firecracker Michelle Lujan Grisham, pro-impeachment candidate Jason Call and attorney Jon Adams in the race in the underdog category. Do we really need another candidate to compete for the 20% of the vote needed to get on the ballot at this Spring's Dem preprimary convention?

Remember, Chavez has never gotten even 50% of the vote in his nonpartisan mayoral runs. With little support from the progressive wing, and recent controversies swirling over issues like his red light camera program and Tax Increment Financing for "green field" developments like those of Sun Cal, the chances of Marty being victorious in a Democratic Congressional race primary in the Albuquerque area seem slim indeed.

I guess we'll have to wait a bit to get a definitive, first-hand answer on what's next for Chavez. Mayoral spokeswoman Deborah James told the Journal that Marty "would discuss his plans in coming weeks." Sounds like that rules out a press conference appearance anytime soon by Chavez to explain in person why he left the race and what he sees as his viable political options.

Marty's Campaign staff are all looking for new jobs on other campaigns, which likely means that he isn't getting into the CD 1 race. He has always said he doesn't want congress, its too much work and didn't like the idea of being on the campaign trail all the time. He's not going to get into the race, but also won't make any definitive statement for a while, punishing all the top tier dems in the race, and many others, because his polling showed no support from Dems.

Considering this mornings Journal headline: "SunCal, Chavez Ties Raise Concerns". Perhaps Marty ought to give up politics. His not making any definitive statements about other candidates is the kind of "punishment" that most would consider a blessing in disguise, who would want that sleaze anywhere near their campaign?

I really hope he doesnt get into NM-01. I dont want him to screw up Heinrich. We'd have to beat Chavez down cause we MUST have Heinrich in there.

So when the Mayor gets outta the race there is still animosity towards the man!
Mark Fleisher deserves to work and make a living. I would like to know why no one ever questioned when Debbie O'Malley pushes for funding for an organization she still has very close ties to, why no one questions when Cadigan votes on an issue that his wife is the attorney for, why no one questions when Issac Benton pushes for projects in his district that he currently has contracts for or is subcontracting on, or even that Brad Winter advocates for projects for APS?
The political gaft is on both sides of the isle and none of these individuals are totally at "arms length". So lets lay off a guy for trying to pay his bills and put food on his table!

Yes, SAHC, there is still tremendous animosity toward Marty, and it's not going away. He's everything real Democrats hate: a pro-development, anti-civil liberties, power-hungry pol who panders to the wealthy and well-connected while simultaneously sticking it to regular people. So yes, we despise the wife-beating, green-washing, bribe-taking, Rethuglican candidate-supporting hypocrite. It has nothing to do with his ethnicity, as we've told you many times. You are the only person playing the race card. It's the fact that he claims to be a Democrat while acting like a Rethuglican that offends us.

No, this is not negative campaigning or gratuitous name-calling. It is not argumentum ad hominem. We can document every accusation. Face the fact that Marty already has accepted: he cannot win any Democratic primary election. Marshall's analysis is cogent. If Marty is letting his core campaign staff go, then he's not running for CD-1. I hope.

TIDDs for huge new developments proposed by Sun Cal that have so far lined up almost no opportunities for good jobs coming in should receive ZERO dollars in TIDD financing by the taxpayers. TIDDs might take the taxes up to 25 years out! This is outrageous.

The only people for it are those who stand to benefit financially from the huge sums from taxpayers for a free ride. There are few limitations for how the money would be used. The law that allows this stuff is full of loopholes and unintended consequences and not enough scrutiny.

With our state's recent experiences with total crooks in the Treasurer's office, in top spots in the legislature and running Highlands University (Manny Aragon), and within the very court system and those constructing it, it would be crazy to allow these huge sums to be available with few strings attached. We all know who was in on the Westland Development - Sun Cal deals for the most money.

We need to renovate and refresh the older parts of our city before we allow California developers to take our taxes for years to come to build developments we don't need right now. The housing market and our economy has only begun to tank. It will get much, much worse and there are already thousands of houses sitting empty on the west side that were bought by out of state "investors" sometimes 20 at a time. Not a good time to pump more sprawl development.

Fleisher works for the lobbyist for Sun Cal and ran Marty's campaign while Marty is making important decisions on TIDDs for Sun Cal. That's a serious conflict of interest and that's all there is to it. Even the Journal had to make it today's top of the front page headline and you know how they love developers.

I agree with Westside, but I have to say that all conflicts of interest ought to be scrutinized. Good leaders safeguard their people's integrity, and visa-versa. However, the allegations against city councilors highlight the need to pay them an adequate salary for their work, something the voters have never been willing to do.

I'd like to hear details of the allegations against councilors Benton, Cadigan, and O'Malley. Transparency is appropriate at all levels of government. OTOH, the mayor is well-paid, and the councilors are not. He also has far more power than the whole council does, much less any individual councilor. Therefore, the appearance of a conflict of interest on the mayor's part is more serious because his influence is greater. The amount of money involved is also astronomically greater.

Good leaders help their people safeguard their own integrity. They don't look the other way because "s/he's on our team." Corruption is corruption. It is essential that we expose all political corruption. Otherwise we are just as bad as they are.

And I quote, "Except maybe not, as Democrats are still looking for a top-tier challenger for NM-01, and Marty unfortunately qualifies as one of those (even if I'd beg to differ)," from your boy Marcos at the Daily Kos.

Heinrich cannot beat Darren White. The reason we have not won CD-1 is because of people like you who think that the only way to win is with the progressives, who only represent 20% of registered voters, come on!

Marty bows out for the party and you still beat him up, what a bunch of hypocrits!

Wake-up!

Posted by: john gallegos | Dec 10, 2007 5:05:33 PM

So now we're supposed to kiss up to Marty because he was forced to deal with reality and get out of the race because he has such weak support? His veto of the TIF amendment is enough to bring a fresh round of justified criticism-then you add the stuff about Fleisher working for the lobbyist for Sun Cal and theres nothing to praise!

Martin Heinrich has support across the board because he's honest and fair. Chavez is just the opposite-ask anyone who isn't employed by City Hall or making money off the stuff our mayor does.

It must be hard to accept that Marty Chavez's political future is dead because of his own doing.

Darren White is a Bush cheerleader and nothing more. There is so much that will come out about the bad deeds of him and his Sheriff's Dept. that he'll be reeling. He's a very weak candidate.

I guess you're using the same whine about Heinrich that Chavez used about Udall as being too far to the left. What we found out is that an honest gentleman trumps a crooked bully any time.

For the record, and in response to Taos Resident's comment above, my wife is not a lawyer.

Posted by: Michael Cadigan | Dec 10, 2007 9:52:50 PM

Just for the record, that was actually someone calling themselves "Stop Attacking Hispanic Candidates" who commented incorrectly that Councilor Cadigan's wife is a lawyer.

Posted by: | Dec 11, 2007 8:07:26 AM

For the record coucilman I apologize for my incorrect statement!

Posted by: Stop Attacking Hispanic Candidates | Dec 11, 2007 10:05:26 AM

I'd just like to remind folks there is another candidate in the CD-1 race who is viable, honest, has integrity, and is good on the issues. And she can beat Darren White, as much as some would like to think it is, it is not a race between Martin and Darren. Michelle is in there too, and doing well!

Posted by: | Dec 11, 2007 10:30:08 AM

I was at the meet up last week where Michelle spoke and she was very, very good. I think we have two great candidates for congress. I'm still undecided. Will depend on who I think has the best organization to beat Darren White.

Re: Facts are Facts, if you are going to talk about a TIDD, please understand that it is not a TIF, but a TIDD, come on!

I will make sure to follow up with you next November after the elections and remind you of your statements in regard to NM-1.

I highly doubt his political future is over, I think you are dreaming, Marty could run for re-election and there is not much anyone could do about it.

Posted by: john gallegos | Dec 11, 2007 2:14:08 PM

Yes John, I know that a TIDD is a kind of TIF, do you? Even more important do you realize what a dangerous giveaway this type of financing is for developers like Sun Cal and others? Look around the country. This type of financing is used soley to encourage redevelopment in already established areas, not vast green fields.

I suppose Marty Chavez could go to court for a change to run for mayor again but after this round of City Council meetings I'm not sure why he would.

Posted by: Facts are Facts | Dec 11, 2007 2:31:23 PM

Interesting that you guys are all worked up about the TIDD and just this past week the County passed them without any clammer!?? Maybe that is because Commissioner Cordova & Co. are held up by Eric Griego & Co. and your "progressive" memo only made it clear to obsess over the city...

There is more county land out west than city land so one would think it would be more important to also protest the TIDD approved by the AFSCME & Soltari approved County Commissioners!

Posted by: Westside Voter | Dec 13, 2007 3:58:11 PM

Hey Westside where were you? A big stink was raised at the county and other places over this. You don't know Cordova and Archuleta voted against the TIDDs? It was the republicans and Armijo who voted yes. Read up before you comment.

Everybody knows the county is way more crooked than the city-hard to believe. I wonder how much Alam Armijo and his plas will be making out there on the Sun Cal ripoffs. The only people for these give aways are the ones who will make money off them. Shame on the heirs of the land grant who are selling their souls.
